I will make sure that the translations in Ubuntu are included in debian and ubuntu. People from other places can also take the updated packages with the translations and do whatever they want for them. I will forward the changes also upstream, but the people there seem unresponsive for the last year or so.
Bottom line: Translations are openly available. For official inclusion in upstream, the upstream authors have to do an upstream release.
