I had a ah-ha moment. This bug is created by me in Lubuntu raring amd64. I have been changing the Widgets/Themes to Clearlooks in the live desktop before starting the along side installation. After reviewing the var/log/installer/debug I saw the theme problem and lift the Lubuntu-default Widget/Theme alone and the install starts properly. False alarm marked the bug invalid.
