With acpi=off IRQ 21 is not working and devices hci_hcd:usb2, uhci_hcd:usb3, uhci_hcd:usb4 which are on this interrupt won't work. If you want to run with ACPI disabled you may want to try using:
acpi=off irqpoll ..and see if USB works.
