You did not mention where you were finding the "Details -> Graphics"
links, but I'm gathering it was Gnome Shell, which is a universe
package.  However, we ship Unity rather than Gnome Shell as the default
environment, Unity does not require anything from mesa-utils currently.
So moving mesa-utils into main and installing it by default is
inappropriate, as it would unnecessarily bloat the install image size.

Instead, if mesa-utils is required by Gnome Shell, it should be listed
as a Recommends in the gnome-shell packaging.
