Public bug reported:

Just after a boot, when just sitting at the desktop, I get a "System
Problem Detected" dialog.  BUT when I click [Send Report] and
'Administrator application' attempts to launch then nothing happens.

Note that I logged in as a user, NOT root.

I suspect that the stupid reporting function cannot run from a user
account, it should.

If I knew where the application being used is located, I can change
[Permissions] for the folder and sub-contents so a user can access.
