If you take notice of stgraber's steps, you'll notice in his troubleshooting that he did not install webmin, thus confirming that webmin is not the culprit. I did not have this problem either until today, when i applied package updates including gnome-core. I have webmin installed and /etc/init.d/networking stop worked just fine until today. Please re-evaluate this bug.
