This was an intentional change as the Ubuntu GNOME Remix is trying to ship a mostly pure GNOME experience which means we want to ship System Settings as close as possible to how GNOME intends.
Also, Ubuntu One and Software Sources don't integrate right with System Settings as they are external "pop-ups" instead of embedded into the main window. Those items are still available in the Activities Overview, just not System Settings.
