Both ideas are way too nagging in my opinion. Currently(?) or in former versions of Ubuntu you just had the Menu Button being colored differently, i.e. red. This would be enough for me to know I need to restart soon.
However I do not want to be restricted or distracted while having not restarted, e.g. I need to finish important work first, so I need full concentration.
