Having blcr-* packages at distribution is miss leading and those should be removed from ditribution OR CLEARLY MARKED AS: UN-FUNCTIONAL, package held to keep depencyes,... still if some software needs functionality this practice causes again problems,... best pratice to remove blcr until it's functional.
