Please execute the following command, as it will automatically gather debugging 
information, in a terminal:
apport-collect 1074083

As well, the problem is unreproducible via a terminal:
cd ~/Desktop && wget 
https://bugs.launchpad.net/ubuntu/+source/libreoffice/+bug/1074083/+attachment/3420866/+files/test_new_cf.ods
 && localc --nologo test_new_cf.ods

when one inserts a new column in C, the conditional formatting is not
applied to the new column, as expected. As well, when one saves as .xls
and opens in Excel, no unexpected changes existed.
