The error message corresponds to ELIBACC, an errno that I've never seen
before in my life. Apparently plymouth itself sets this when it can't
dlopen() a related module. According to your bug report, you have a
non-standard plymouth theme configured:

/lib/plymouth/themes/bl7-logo/ubuntu-logo.plymouth

What is this theme, and what modules is it looking for?

** Changed in: plymouth (Ubuntu)
       Status: New => Incomplete
