I have this problem too on my notebook Toshiba Tecra R950 since I upgraded BIOS to version 6.40 released on 10 january 2013. Before BIOS upgrade suspend and Fn keys worked properly.
I tested v 3.8-rc3-raring too. Problem still occurs.
