I spoke with Mathieu Trudel-Lapierre, who is the developer assigned to this bug, and he has clarified that this bug is indeed for the nm-applet becoming unresponsive to interactions and submenus showing an empty list issue. The fix for the leaks is correct but it did not fix the underlaying issue that is causing the behaviour described in the bug description. I think James M. Leddy misspoke/typoed in his comment - as you can see, he actually changed the statuses from 'Fix Released' and 'Fix Committed' to 'Confirmed'.
