I have found that reverting everything inside the fs/notify hierarchy, and also kernel/audit_tree.c, kernel/audit_watch.c and include/linux/fsnotify_backend.h to the same versions as 3.5.0-21-generic solves the issue. So apparently this regression was caused by the patches used to fix LP #1096137.
Now I will try to merge the fsnotify changes from 3.8-rc4 into 3.5.0-22 and report back with a patch if it works.
