Josh, when you file a new bug, you enter the summary, check for existing bugs, tell Launchpad that you need to file a new bug and *then* the rest of the window opens with a qestion "In what package did you find this bug?" with 2 things to select: [X]) I don't know [ ]) <field to enter the package name> . (Choose...) It's easy to overlook, but it's there.
