Public bug reported:

Before today I had used the regular version for Ubuntu 12.04 and because I had
some issue with 1280x1024 video recording, I hava installed the ppa version.
This one can reccord properly 1280x1024 in VP8 but with only 6 fps.
So I decide to downgrade to 640x480 but the fps stay at 6fps and nowhere I have
found the setting.
My webcam can be used with 30fps in 640x480.
Also with command line options, there is no fps setting only '-s' for geometry.
Old 1.5.3 version had this setting.

** Affects: guvcview (Ubuntu)
     Importance: Undecided
         Status: New
