I'm currently having a similar problem, where initramfs-tools requires a version of initramfs-tools-bin that is already installed.
I'm no package manager, but it looks to me like this is a metadata mistake. dpkg: dependency problems prevent configuration of initramfs-tools: initramfs-tools depends on initramfs-tools-bin (<< 0.99ubuntu13.1~); however: Version of initramfs-tools-bin on system is 0.99ubuntu13.1.
