Thanks for your effort to improve Ubuntu by reporting this issue!

It's kind of funny... or not. As a response to bug 839880, the quoted
message was changed in Ubuntu 11.10, where Software Sources is available
from "System Settings". For some reason it's not there in 12.04, but in
both 12.10 and (so far) in Raring (13.04) Software Sources is available
from "System Settings" again, so there is currently nothing to fix.

This is indeed a bug in 12.04, but IMHO it's a bug in gnome-control-
center and not in language-selector. The issue is not important enough
to motivate an update of the stable 12.04.
