I can reproduce this bug also on today's Raging image: 
http://cdimage.ubuntu.com/daily-live/20130211/raring-desktop-armhf+omap4.img.
1 - Format a USB key with one FAT32 partition.
2 - Start installing Raring on a Pandaboard from the SD card onto the USB key 
formatted at point 1.
3 - During install select "something else" from the installation type window.
4 - Delete the FAT32 partition, and try to create a smaller one, for instance I 
have a 16GB USB Key and I tried to create a 6GB ext2 / partition.
After confirming the creation of the 6GB ext2 partition you will be presented 
with a 16GB ext2 partion, the dimension of the partition is as big as the USB 
key and you will not be able to create two smaller ones, for instance.
