This bug affects me using JSPWIki V2.8.4 and 2.8.9.  I've found that if
you create an empty folder under webapps the tomcat6 will start this and
this can be seen in the manager app.  If you use JSPWiki.war with
tdeploy in the manager or expand the JSPWiki.war under webapps or create
you own JSPWiki folder and copy the expansion of JSPWiki files/folders
into it then tomcat won't start JSPWiki and it can't be started.  This
bug has been around for a long time yet nothing has been done about it.
