Expected Results: passphrase can contain special characters
Actual Results: passphrase with special characters is rejected

+ this happens because the security key (passphrase) is requested before
+ the keyboard layout setting, so when it is changed (english language and
+ italian keyboard), the bug appear.
Testcase:
Run the Ubuntu installer and choose to install in a lvm
For passphrase of lvm encryption choose one containing special characters
(+èùàò-.,)
Complete installation, reboot the system and verify that the passphrase will
be rejected.
If instead it contain only normal characters and numbers it is accepted.
