I think it was after I upgraded to Feisty and my Compiz went all screwy and I had to fiddle around with it a lot, I noticed the desklets only appeared on the first workspace. This was when starting gDesklets automatically at login. I found that when I manually started gDesklets after Compiz had loaded the desklets appeared on all workspaces. If I remember correctly, if gDesklets is added to the Sessions > Startup Programs list after (that's timewise, not position in the list) Compiz tray icon it'll be fine; adding Compiz tray icon after gDesklets means they only appear on the first workspace.
