Public bug reported: Due to bug 673302 global menus are currently disabled for Emacs in appmenu-gtk.
In my opinion, the underlying bug about incorrectly displayed dynamic menus should be fixed, and Emacs should them be removed from the blacklist in appmenu-gtk.
