I just found out some more crucial information. This issue only happened
when CPU was fully loaded with an app like burn, or Handbrake, where
usage is 100%.  If I lower the load on the CPU, and perform and unplug
and re-plug of the A/C power cord, the issue resets and it is back to
having a max possible speed of 2.6GHz again.  But once I peg the CPU,
unplug power, and replug, the issue is back where the policy states:
"current policy: frequency should be within 1.20 GHz and 1.20 GHz."
