I also have this bug on unity-2d 5.12.0-0ubuntu1.2. Some of my session closes (log out/shutdown/restart) are very fast 1-2 seconds. But very frequently, during a session-close, it takes 30-40 seconds to complete.
I don't have the unity-2d-dash running. And during the slow session closes, the panel closes, but the rest of the desktop stays there waiting for something (it seems that unity-2d-panel is trying to terminate). Then after many seconds, everything else closes promptly just like in the fast session close.
