Just wanted to add that I am using a Lenovo w520 and this bug appeared
after I upgraded from 11.10 to 12.04.

I also found another work around. I can go to All Settings -> Network
(or just Network from the Unity Menu) and change the wifi network from
there. I can also stop and start the wifi from there.

However the network menu from the top right does pretty much nothing
once this bug appears. So it appears to be a bug related more to the GUI
(the wifi menu) than the actual wireless connections.
