This is the output of my rfkill

        Soft blocked: no
        Hard blocked: no

The indicator is not shown and I cannot re-enable  in the control center.
I verified using dconf-editor that com.canonical.indicator.bluetooth.visible is 
set to true.
This happened to me after disabling BT from indicator.
