Upgraded Dell Inspiron R17 Special Edition (7720)  from  64-bit 12.10 to 13.04 
using sudo update-manager -d
Upgrade successful but the Alps touchpad is only detected as a mouse with no 
scrolling support available within Mouse and Touchpad. Alps touchpad was not 
working in 12.10 but using Dave Turvene's hack:

  I was able to enable scrolling support on the touchpad. Firmware has
been updated to latest release using Dell utility whilst running Windows
8.
