The pdf2swf command is not supported because it relies on xpdf library
code, which has a history of security issues.

The Debian upstream package had entirely removed the swftools package
for a while, until it was repackaged to not include pdf2swf, which is
what we see now in Ubuntu.

Most likely it will remain this way unless/until the swftools folks
rewrite their software to use a different PDF library.
