** Description changed:

  The russian goverment decided to switch to full year summer time
  daylight (rather long time ago). For example for Moscow it is GMT+4 time
  offset for the year.
  
- In installer, when you click on map somewhere near Moscow (or select Moscow 
as your city) timezone GMT+4 is highlighted somewhere below but not 
highlighting the zone around Moscow itself.
