CUPS 1.6.2 got released on Monday and I have packaged it for Raring. It seems that exactly this problem was addressed in this version of CUPS. See
http://www.cups.org/str.php?L4187 So this should be fixed now in Raring. Please test by undoing the workaround from comment #33 and updating your Raring system so that you get the new CUPS.
