Public bug reported: It seems that on occassion, applications such as the File Manager will not be able to be dragged around by clicking and dragging via the Title Bar. This bug is almost 100% reproducible with Firefox. This may be a bug in compiz, Unity, or something else. But I'm betting it's either compiz or Unity. Just noticed the bug a few days ago on the development branch of Ubuntu 13.04. Running with the latest updates. This bug has serious usability concerns. I am, however, able to ALT+click the window to drag it.
