UPDATE: Today I tried again and encountered the same error. I demonstrated this
to some colleagues, and we tried downloading the package files from various
mirrors. It seemed that one mirror was able to provide these files for download
successfully, so I changed repositories to the mirror.optus.com source and
re-tried apt-get update && apt-get upgrade
The updates applied successfully with no errors. Go figure.

I'm not sure if a problem has been fixed and is being replicated out to
the various mirrors. I had previously tried this same mirror with no
success.

This issue can be marked as solved, but with no good explanation
