I found a bug in the user-interface level: When the REAL setting (see gconf-editor /apps/gnome-power-manager/ac_sleep_computer) is 3600 seconds, the graphical applet gnome-power-preferences shows Never! You can either set this key to 0 in gconf-editor, or move the slider in the graphical applet and then return it to the right edge - this sets it correctly. For the more profound bug (why the PC shuts down when trying to suspend) I'm still helpless...
