Sorry, my response was about the open bug (which I had the same problem
with). So again, to provide support to the others who ask, "How do we
bind our switch workspace up key?" You may try this:

$ gsettings set org.gnome.desktop.wm.keybindings switch-to-workspace-up
"['<Control><Alt>w']"

I didn't test it, but hopefully it works for you.
