Public bug reported:

When I arrived at work this morning, I found that I couldn't log in to
my laptop with my keyboard and mouse. The laptop keyboard and trackpad
work, but not my peripherals. However, once I am logged in to Unity, I
am able to use them without issue, and switch to TTYs and so on. This
only started today, and multiple reboots didn't resolve.
