I've the same error, I think the missing file should be dynamically created by amule or amuleweb, but that file cannot be created and/or found. My system is a Kubuntu Feisty on amd64 x2 cpu. Definitively the problem is present with every template accessing the statistic graph when some file is in the download/upload queue.
