Public bug reported: If an active user account has been given an empty password using "passwd -d", or using the User Accounts tool, the User Accounts tool cannot set a new password, as the "Change" button is always greyed out.
What I expected to happen: The "Change" button should not be greyed out if the user's password is empty (and the new password and confirmation fields match).
