Yes it works after installing the packages kde-l10n-de kde-l10n-zhcn and then moving german and chinese to the right. But I still consider this as a bug: It is not obvious to the user that he has to manually install his langauges - and it used to work in earlier Ubutnu releases.
First of all: All languages should be presented in the list to the right, but not all are. Second: If the user choses a language, the necessary packages should be installed.
