The same happened here. It looks like a lightdm bug. After upgrading to 1.2.3-0ubuntu2 the pam session order changed on /etc/pam.d/lightdm.
To solve the problem a moved the line "session required pam_env.so readenv=1 user_readenv=1 envfile=/etc/default/locale" to appear before line "@include common-session".
