offers options to deal with lack thereof
set do not configure

should happen:
continues to partitioning

does happen:
asks for mirror
checks mirror
network connection doesn't work, so fails
loops back to asking for mirror

officially this was with lubuntu 20130416 daily alternate amd64 on this machine
currently running beta2 as i wanted to check my memory that it worked fine 
without a connection and it did!
