Public bug reported:

The program opens fine, but as I use it certain windows will start
permanently capturing the mouse click inputs. If I click on the toolbar
that will work, if I then try and use the file open dialog it will not
register any mouse clicks, they are instead being passed to the toolbar.
I can tell these are still being passed to the toolbar becuase if I
double click in the file open dialog the toolbar will minimize as if I
had clicked on it. Similarly other windows will permanently capture the
mouse inputs if I click on them first (if I first click on the file open
dialog the toolbar will not work).

Steps to repeat:
*Launch program
*click on the "toggle crosshairs" button on the toolbar
*select File/Open
*mouse clicks not registered in file open dialog

I downloaded the source code and compiled it myself, this resulted in
identical behaviour.
