Christopher- I just thought I'd mention (and I'm sure you are already aware) that this issue still exists even in 13.04 except for instead of a seeing a black screen, the screen of the fullscreen app continues to be displayed until clicking on an active program windows (clicking the desktop, launcher, or global menu bar does not seem to bring the desktop back into display).
