I have this bug too. I use Xubuntu 13.04 and see all these troubles with title bar as people describe here. I have to use Compiz because I want to watch video without tearing, and when I use Compiz, video is pretty smooth (not like when I use xfwm4). Also I have laptop with Xubuntu 12.04 and there's no such a problem with title bar at all. Maybe it's time for me to downgrade...
