Paul, In Quantal 12.10 it is the bug lp: #1124803 "NetworkManager doesn't respond to SIGTERM in daemon mode". And that patch fixes the issue for network-manager 0.9.6 (however there are no .deb packages). In 13.04 Raring, network-manager maintainers in Ubuntu missed that upstream dropped distro-specific defines, so network-manager-0.9.8 packages is affected by the bug lp: #1169614 "dhclient is not stopped during shutdown". These two bugs lead to the same result during shutdown: "mount: / is busy" That is actually hidden from the users by the plymouth splash screen.
