This happens to me also. I only notice it when installing a new system,
since I don't use Unity otherwise. I just saw it in 13.04:

I don't use network-manager, in fact I've uninstalled it.
I've configured static networks for 3 ethernet cards in /etc/network/interfaces
Running "sudo restart networking" now causes the problem. It doesn't kill the 
Unity session, but terminates all the running programs and makes it unusable.
All I can do after that is switch to a terminal with ctr-alt-F1 and reboot.
