I'm returning to this.
I have Xsane 0.998 and hplip 3.12.2. In Xsane's Advanced Options dialog the 
only alternative I get for compression is JPEG. It is not possible to set to 
none. And if I try the OP's fix and edit that file, Xsane overwrites it the 
next time it starts. So after three years nothing has happened, it is still not 
possible to save an uncompressed tif file! I find this rather outrageous!

Also, Robert Ancell claims that Simple-scan will save uncompressed, but
it certainly does not. Simple-scan 3.4.3.

Does all this mean that there is no way to scan uncompressed with a HP
scanner? If so, what kind of scanner do I need to get uncompressed
scans?
