Are we sure this has been fixed? I'm on 13.04 and it certainly becomes unusable when a program gets hungry (usually it'll be Firefox or, unrelated, something using python). I've used all the recent Ubuntu's and they've all suffered from it, no exception. What's worse is that switching and logging into another terminal to kill the problem takes ages too, gets stuck loggin in for minutes. Mouse doesn't move at all, never mind being sluggish.
