But this is the problem i described!

Nobody can know all the ten thousands(!) of packages by there 'real'
name - but they do know the metapackage 'Transmission', 'Wesnoth',
'LiberOffice' whatever.

So if they look with
"sudo apt-cache policy transmission"
after the installed package they get the false result, that the package is not 
installed; but it is!
