See my screen output log.
"do-release-upgrade" command not working and python-apt is NOT installed and 
there are NO broken dependecies in system:

root@router:/etc/dhcp# LANG=C apt-get check
Reading package lists... Done
Building dependency tree       
Reading state information... Done

So, there are missed dependencies. In other way I will not able to
delete python-apt because of depend3ncy problems. So, if I can delete
this package without broken dependencies, then no dependency is working.
